You cannot enter any cheat code before your cellphone really works. Thus, You have to succeed the 2 firsts missions in order:
1) Drive to Roman's Place mission.
2) It's Your Call mission: go to see Roman at the cab depot, drive him to the hardware store, then back to the cab depot.
3) Now your cellphone works. Let's cheat!
CHEAT CODES
1) Press Up to display your cellphone.
2) Press Up again to access the keypad.
3) Enter the following numbers to activate the corresponding cheat code. Press A to call.
4) The cellphone calling, then ''Cheat activated'' displays and the phone hangs up. The cheat is on!
5) Once you enter the first cheat code, the new ''Cheats'' menu appears under the ''Options'' menu. You can now access the cheats by just validating the corresponding cheat's name.
6) Save the game to keep the cheat codes in your phone. But carefull! As in all GTAs, saving after enabling a code can cause some problems. Note that this may disable some Achievements. A message always indicates the blocked Achievement(s).

All websites say - “Bring up Niko’s cellphone, use the table below to find the cheat you are looking for, and then enter the cheat using the directional keypad on the phone. Once the cheat is entered, a ‘Cheat Activated’ message will appear.”
When I press up the cellphone is displayed but I cannot access the keypad. 2 choices are given: Multiplayer or Editor

In the PC Version all you have to do is press the button that you use to bring up the phone twice.
example:
On my computer I press P to bring up the cell phone and then P again to enter a phone number. You must enter the number with the enter and arrow keys.
Also if you dial 911 you can call the emergency services to your location. Which is handy if you need to steal a police car or if you need to call an ambulance to refill your health.
